I can tell you from experience (having lived in China for over 3 years and leaving at the start of February) that the reason China has had such success is because every Chinese did exactly as they were told to do. Stay home. Wear a mask if you must go out. Wash your hands whenever possible and certainly when returning home.
Every (and I mean EVERY) person I saw outside was wearing a mask.
