SEAL, a series of LH means...

Shall we take risk when see series of LH?
Some may, but most won't (for mid term) because it shown the sign of weakness.

Price unable to breakthrough the previous high (that's why formed LH).
Hence, I will let it find the strong base before enter market.

How to get the strong base? Opposite the above, at least let it form the first HH following with HL. And manage own risk.
